Code P028A (Charge Air Cooler Cooling Fan Control Circuit/Open) sets when the ECM detects an open circuit, a stuck-on/stuck-off condition, or a driver performance fault while controlling an auxiliary cooling fan dedicated to the charge air cooler. Causes are a seized fan motor, a failed fan control module, or damaged fan wiring.
